Enhanced Driver License

BACKGROUND

Eurosign was among the first companies to deliver a system to record and generate Enhanced Driver Licenses and National ID Cards in the United States. This system was designed by Eurosign’s team of software and law enforcement experts to comply with the United States Department of Homeland Security (DHS) Western Hemisphere Travel Initiative (WHTI) protocols. Eurosign’s Enhanced Driver Licenses are produced with tested, secure equipment and materials to generate cards which are highly counterfeit resistant with features rendering cards indelible to tampering and chemicals. Certain security features, known only to issuing authorities and law enforcement, are built into the card in the issuing process. Governments may also choose Radio Frequency Identification (RFID) chips to be imbedded into the card. Benefits to governments from advances in modern technologies incorporated into Enhanced Driver Licenses and ID cards can be added reasonable cost.

INTEGRITY OF EUROSIGN’S ENHANCED DRIVER LICENSES  + NATIONAL ID CARDS –REAL ID PROTOCOLS

  • Certain Information and Security which must be incorporated into each card
  • Documentation and verification of an applicant’s identity, date of birth and legal presence in state, territory or country (citizenship)
  • Checks to ensure applicant does not does not hold multiple Driver Licenses/National IDs with Biometrics and other data
  • Establish security standards for each Card Issuing Facility and Employees

1.1 Visual Inspection Zone (VIZ) Front of Card

The following items, displayed on the front of the  Enhanced DriverLicense Card are the required  elements in the VIZ:

  • Photograph: Portrait of the holder; no larger than 45mm x 35mm nor smaller than 32mm x 26mm – high resolution and stored as a Biometric file
  • Height: In imperial or Metric
  • First and Middle Name: Given Name  |  Last Name: (Surname)
  • Address: Legal address of driver
  • Issuing Country/Jurisdiction: Department Agency Entity responsible for issuing the document
  • Date of Birth: Formatted as 2 digit day, 3 character month, 4 digit year
    (e.g. 18 DEC 1980)
  • Document Type: Enhanced Driver License and Vehicle Class Endorsements
  • Gender: F = Female, M = Male, U = Unspecified
  • Document Number: Uniquely identifies the document and issuer location
  • Date of Issue & Expiration: Formatted as 2 digit day, 3 digit month, 4 digit year (e.g : Issued: 02 JUNE 2009 / Expires: 02 JUNE 2015)
  • Driver License Number: Unique number generated using applicant personal information
  • Digital Signature: Unique to applicant

1.2 Machine Readable Zone (MRZ)

2D Barcode (PDF 417 Standard) containing the Name, signature and other information from the Visual Inspection Zone (VIZ) or from front of card in digital format

OPTICAL CHARACTER RECOGNITION (OCR)
Confirms to International Civil Aviation Organization (ICAO) Doc 9303 Part 3, Volume 1.

OPTICAL CHARACTER RECOGNITION OF MACHINE READABLE ZONE CONTAINS

  • Document Code: Type of Document – for example ID = National ID or Driver License
  • Issuing Country: Commonwealth (CMW)
  • Document Number: Document number should be composed of an alpha/numeric nine character string that uniquely identifies the document
  • Date of Birth (DOB): Format is YYMMDD
  • Gender/Sex: F=female, M=male, < = unspecified
  • Nationality/Citizenship: CMW

The name consists of the primary and secondary identifiers that are separated by two filler characters

  •   Provides all reports required by Driver
  •   Licensing Authority
  •   Inventory Report
  •   Application Report
  •   Rejection Report
  •   Failure Report
  •   Card Issued Report
  •   Fees and Taxes Collection Report – same as
  •   a bank teller for each clerk

 

1.4 LAW ENFORCEMENT ADVANTAGE OF ENHANCED DRIVER LICENSES

  • Links driver license holder to vehicles or boats owned by Vehicle/Vessel Identification Number. (VIN)
  • Also can be linked to firearm permit.
  • Real time information on license holder available to law enforcement on patrol.
  • Remote verification of license holder by question protocol, secret attributes and Facial Biometrics. Card Document is virtually impossible to counterfeit when combined with machine authentication.
  • Clarity of card design assists law enforcement to retrieve information quickly.
  • Document can have a dual use as a valid ID card
